Cochrane and Rocky View County (RVC) are both gearing up for the upcoming mediation on the Glenbow Ranch Area Structure Plan (GRASP) that is expected to occur after the fall election.

At the Sept. 25 council meeting, Drew Hyndman, Cochrane's senior manager of planning services, got the go ahead to prepare a report to present to the new council on Nov. 14 to bring them up to speed on the dispute between the town and RVC. The town's concerns centre upon increased traffic flow along Hwy. 1A west to Cochrane, impact upon services provided to county residents and the impact upon future water licences the town will be pursuing.

RVC council passed two motions, Sept. 26, giving the go-head to form an administration mediation team to represent the county's interests. It will consist of Sherry Baers, planning services manager, Rick Williams, engineering services manager, as well as Amy Zaluski, policy supervisor for planning services. Any final agreements or solutions reached during mediation would require approval of the county council. 

Should RVC and Cochrane councillors be required to participate in the mediation, they will be appointed by their respective parties after the municipal election.

The City of Calgary also disputes GRASP and will be negotiating separately with RVC.

RVC adopted GRASP in July despite requests for further consultation by both Cochrane and Calgary.
