It's not over yet, but reappointed Rocky View County Reeve Greg Boehlke says he's having a great week.

Boehlke is fuelled with optimisim after the first meeting of the new county council when he was reappointed reeve followed by the huge announcement on Thursday of Amazon's move into the county that has made waves nationally and internationally.

"We're pretty excited to have that," says Boehlke. "It's great for the region, it's great for Calgary, great for Airdrie, Chestermere... I think for everybody. There's going to be employment and they'll be spinoffs from this, no doubt."

Amazon has announced they're establishing their first hub in Alberta just outside Calgary in the Balzac area in a move that is estimated to create over 700 full-time jobs and 450 seasonal and part-time positions.

"It put Rocky View on the map nationally and internationally. If we weren't before, we are now. We've got some good anchor tenants already with CN and some of the other big businesses that are here and we're just happy to add Amazon to our family of corporate businesses."

For RVC, he believes the growth management board being mandated in the Calgary region remains the number one issue for the county. He says the Amazon deal is just one example of why it just isn't necessary.

"Proof is in the pudding that you don't really need to be forced into a growth management board to be collaborative when we worked with the City of Calgary to bring Amazon here. The City of Calgary was foundational in that and even the provincial government had a hand in that, and I'm impressed."

He believes the government is missing boat on having no real opportunity for an objective appeal to decisions of the board and also takes issue with essentially giving the City of Calgary the veto because of a lopsided voting process. None of the input provided on the board's regulations resulted in change, something RVC finds disappointing.

"There should be a more beneficial dispute mechanism," says Boehlke. "If you can't negotiate, then you can mediate and if you can't do that then hand it over to a board like the Municipal Goverment Board and let them make the decision. I don't understand why they don't have that. We live in a democratic country and we shouldn't be controlled by one board and have absolutely no recourse."

He believes the MGB has dealt fairly on land-use issues with Rocky View in the past.

"Every time that we've had to have the MGA involved I'd have to say it was fair. It's a board that understands land-use planning and that's the biggest thing about it, You're not handing it over to a jurdicial board that knows nothing about land-use planning. The MGB has experience and they're there already. I believe the province is really missing the mark on these growth management boards by not having the MGB involved especially with disputes and resolutions."

The MGB did dismiss the Town of Cochrane's appeal of the Glenbow Ranch Area Structure Plan because it was filed late, but RVC has pledged to discuss the town's concerns.

"The actual 690 appeal was dismissed by the Municipal Government Board but we did commit and promised--and we will stand by that--that  we will mediate with Cochrane and try to get all the issues that they feel are detrimental resolved and I'm very confident we will."

He says it's untrue that the county hasn't attempted to work with their neighbour municipalities to solve problems.

"We've actually been very involved with both Calgary and Cochrane so I'm very confident we'll get this back on track and get everybody in the region happy and move along."
